In Fred Bart's book, Comprehensive Catalog of United States Paper Money Errors, he states that "the obstructed print error retaining the foreign material ranks among the rarest and most valuable paper money mistakes... The rarity of a note reaching circulation with the obstructing fragment still adhering cannot be overstated." He gives this type of error a rarity rating of R-9, extremely rare.

Stephen M. Sullivan is quoted in his book, U.S. Error Note Encyclopedia, that "most Obstructed Prints with Retained Obstructions are unique... Retained Obstructions that are easily recognizable (i.e., A Band Aide Strip, cigarette pack wrapper, scotch tape, etc.) are highly sought after and command premiums..." He also classifies this type of error with the highest Class Rarity Rating: R-9.

This is a dramatic and unique Major Currency Error. Not only is it an Obstructed Print that has Retained the Obstruction, there are two materials: masking tape and cardboard. These materials adheared to the note prior to the third printing of the Seals and Serial Numbers. Part of the Seals and Serial Numbers are on both the masking tape and the cardboard. In addition, both adheared materials have the black and green ink from the third printing. This error note is absolutely spectacular and of the highest rarity.
